I have only seen this on soda bread recipes - it is to soften the top so it is easier to slice. Most modern scone recipes do not call for this.
I make scones all the time, and my recipe doesn't call for that. It's probably to keep them soft, but I like them crunchy on top. I slather them with heavy cream and sprinkle with sugar before baking, so it's a sweet crunch on top....
